e very sincerely regret this difference of opinion with the Gene alissimo over the surrender of enemy forces in liong Kong and we should not like him to think that we fail to apprecis te his point of view as Commander-in-Chief China theatre. e must however point at that we are unable to agree that his claim to delegate power to accept surrender is in sccordance with 11iod arrange:ents, upreme qzmander, De cral scarthur, has received instructions from the United States Chiefs or staff to arrange for the surrender of dongong to a British Jouannder to be nomine ted by admiral raser, subject only to the completion of military co-ordination between the Generalissimo and ourselves on operational matters in connexion with facilities which we have undertaken to grant through the Long Kong ares for the assistance of the Chinese and mericon forces in Jhing.
2. e would nevertheless like to settle this question in couplete a recent with Chian-al-shek, since we attach the greatest importance to our good relations with China.
3. e hope therefore that he will not press his clain to delegate his authority in this matter. It is fully within his pover to valive it by inilateral action in favour of the Co monder of the British force. e sincerely hope that he will decide to take this course, in hich event we on our side would take an early opportunity to make an appreciative public reference to his action.
